What do you think about?
I can suggest 2 usergroups for frontend users:

Members - can post articles and read somebody else's articles.
Moderators - can edit 'members' articles and submit they own articles. Moderator may be assigned to one and more categories.

* I suppose different items under 'articles': listings, etc.

Usergroups:

Articles-
Members: people that can read
Editors: people that can read and submit

Directory - Paid
Should be a paid submission not sure how you can do that.

Auto Classified - Paid
Private Owner: this is a user that would only submit one or two listings once in a great while.
Dealer: This is an avid user that would be posting quite a few cars on a regular basis.
