Hi Paul,
In our 2.1 version we have a bit different system. We have one file that's responsible for the whole layout. It includes both header and footer. So please make similar changes in templates/YOUR_TEMPLATE/layout.tpl Once you make changes there you will see your new text there. Please ask if you have more questions
